IF THERE IS ANYTHING I LOVE IT IS AN OPTIMIST. PEOPLE WHO GO ALONG GRUMBLING ABOUT EVERYTHING MISS LIFE; THE WORLI* IS GROWING BETTER. YOU CAN GO BACK INTO HISTORY AS FAR AS YOU LIKE AND YOU WILL FIND THAT IT HAS BEEN ONE RESISTLESS MARCH UPWARD. THE WONDER IS THAT WE HAVE ADVANCED SO FAR. YOU FIND THE SENTIMENT FOR PEACE APPLAUDED BY EVERY ONE, AND IF YOU WERE TO ASK THE RULER OF ANY CIVILIZED NATION WHAT HE CONSIDERED THE GREATEST CRIME HE WOULD TELL YOU IT WAS THE KILLING OF YOUR FELLOW MEN. THERE IS NO CRIME EQUAL TO THAT. It lias been said that this century will see the end of war. Why, I expect to see practically the end of war! There was a treaty drawn up between Britaiu, France and America which would have amounted to that if it had been ratified. And if the senate had been consulted before it was executed by the executive, as the senate had the right to be, I believe that treaty or perhaps one better would now be in force. NOW, I BELIEVE THAT BEFORE MR. WILSON GOES OUT OF OFFICE HE WILL SHOW THAT HE HAS THE SENSE, WISDOM AND THE KNOWLEDGE OF WHAT IS DUE TO THE LEGISLATIVE BRANCHES OF THE GOVERNMENT TO ACCOMPLISH THE END BY MAKING A TREATY THAT OTHER NATIONS WILL INDORSE.

I SEE no signs of war in the future. I trust there will be no more wars. 1 do feel, however, that THIS NATION SHOULD NOT BE OFF ITS GUAKD. You can say for me that my views of peace and the future of the navy are expressed in the few words of General Keifer, who represented Ohio in congress, “In time of peace prepare to maintain it.” THAT IS THE WAY I FEEL ABOUT THE NAVY, AND, WHILE I HOPE AND BELIEVE THERE WILL BE NO MORE WARS, IT SEEMS TO ME THAT IT IS WELL FOR THIS NATION TO HAVE A FOUR BATTLESHIP PROGRAM TO REPLACE OBSOLETE VESSELS AND TO PREPARE TO MAINTAIN PEACE.
