Chicago Official Says Evasion of Work Is Reason So Many Are Idle. Chicago, February 28.—One of the chief reasons for the army of unemployed here is the refusal of the men to work, according to Charles I. Smith, superintendent of the Municipal Employment Bureau. Mr. Smith sent a report to the mayor today, saying that out of 347 men assisted to jobs this morning and given car fare to go to them, 199 failed to report.
