The Duchess of Marlborough and .other American duchesses are leaders in this work. The general result of this method of charity, however, seems to be unsatisfactory. IT APPEARS TO TEACH THE CHILDREN OF THE POOR TO BECOME PROFESSIONAL BEGGARS, THE CITY HAVING BECOME INFESTED WITH THEM. IT IS CERTAIN THAT MANY FAMILIES LIVE ON CHARITY THROUGH SHEER INDOLENCE. I BELIEVE IT WOULD BE BETTER IF THE MONEY WERE DEVOTED TO STARTING COMMUNITY FARMS AND CREATING OTHER FORMS OF LEGITIMATE EMPLOYMENT.
