New York, on the night of' Oct. 19: It Is. hot merely a matter ot candidates. 1 should be abashed if 1 supposed that it was a mutter of the wisdom or the. discretion of individuals. 1 do not believe in government that depends upon the ability and discretion ot a few individuals.
