Policemen Shoot; Dogs Die.
Richmond, Ind., Dec. 22. —The wholesale killing of dogs was begun in Richmond in the hope of preventing a spread of the rabies. The police and health department order that all dogsi) be muzzled was held in abeyance for a few days, allowing dog owners time' in which to protect their canines. Every unmuzzled dog seen by a policeman was killed or at least shot at, and more than 100 were hauled to the city crematory.
