Bixby, chief of engineers, of the war department, has prepared estimates advising appropriations of $29,325,59S for river and harbor improvement dur* ing the next year. ' The Illinois estimates include $240,CCO for Chicago harbor, $5,000 for Waukegan harbor, and $20,000 for the Illinois river.
