TERMS OF YUAN SHIH KAI
Viceroy Insisted Upon More Troops and Fund of 3,000,000 Taels. Washington, OcL 20. The terms upon which Yuan Shih Kai has accepted the appointment as viceroy of the Ilukuang provinces were reporttd to the state department by Edward T. Williams, charge d’affaires of the American legation at Pekin. He insisted upon authority from the imperial government for the organization of an additional division of 10,000 troops and that he be granted the sum of 3,000,000 taels before he would endeavor to crush the rebels. Mr. Williams states that the government met his terms. The charge d’affaires also reported an indecisive engagement between the government troops and rebels at Hankow.
