JOSEPH C. SIBLEY ARRESTED

Pennsylvanian Charged with Conspiracy to Debauch Voters. Joseph C. Sibley, of Franklin, Pa., who withdrew as a candidate for congress on the Republican ticket in the Twenty-Eighth Pennsylvania district, was arrested on a warrant charging “conspiracy to debauch voters.” ■, Mr. Sibley was released on his own recognizance to appear before Justice of the Peace Perry at Warren Aug. 28. The arrest of Mr. Sibley came a few hours after he had announced his decision to withdraw from the congressional race. According to his own figures filed in obedience to the legislative act ro quiring a public statement of a candidate’s expense account, Mr. Sibley spent $17,000 in Warren county to so cure his nomination and in the entire district $32,500, which, according to population, averaged $4 a vote. In the warrant under —tiich Mr. Sibley was arrested three other prominent politicians in the Twenty-Eighth district also are charged with conspiracy to debauch voters.
