BUCKET SHOP MEN IN THE TOILS.

New York, July 14.—United States Commissioner Shields today held for extradition to Washington, D. C., Edward S. B<ggs, Richiard E. Preusser, Leo yer and Robert A. Guy, members of the firm of E. S. Boggs & Co., with offices in this city, and accused of being connected with the operation of a chain of bucket shops. Louis A. Celia, the wealthy St. Louis man, who is accused of having operated a bucket shop in Washington, was to-day placed under arrest by United States Marshall Henkel on a charge of perjury. \
