New York Republican Leader Seeks Re-Election to Congress. Auburn, N. Y., July B.—Representative Sereno E. Payne, chairman of the house ways and means committee, is a candidate for re-election to congress. In an interview announcing his candidacy Mr. Payne said: “I expect to be a candidate for reelection and I shall take an active part in the campaign, both in New York and elsewhere. The tariff and the good work done in congress will undoubtedly be the issues everywhere, and in this state will overshadow state issues, in my judgment.” *
