They serve to keep out of the market food which but for them would be in the market In this respect they are like a tariff wall. With all three working together the consumer is beautifully "soaked." No country should persist in manufacturing goods which, after a reasonable trial, it can get from other countries more cheaply. It is a waste of i labor and capital, and the consumer | pays for the waste.
