A report of the Pennsylvania mining bureau gave the labor cost of a ton of coal at the mouth of the mine at a fraction less than half a dollar. The duty on coal is 67 cents a ton. Cah any sensible person believe that it Is kept at that rate to protect American labor? The duty is one-third more than the whole labor cost, and the foreign miner must get something.
