Gommltlee Agrees on Form of Postal Savings Measure. Senator Jeff Davis Carries on Filibuster on Opening of Indian Reservavation but Bill la Passed. Washington, an. 28. —The senate was in session about three nours. Senator Penrose of Pennsylvania, offered a bill regulating the sale of olemargarine. A bill for a uniform bankruptcy law was proposed by Senator Brandcgee. The committee on postoffices and post roads agreed on the form of the postal savigs bank measure. Senator Gore of Oklahoma, introduced a resolution authorizing an investigation of comparative rates charged by railroads for carrying second class mail matter. Senator Jeff Davis carried on a filibuster againt a bill opening the Rosebud Indian reservation and maintained it for an hour after which the bill passed. \ '
