Deserter Permitted to Carry National Colors In Bicycle Race. Berlin, Dec. 28.—Walter Rutt, by permission of tbe military authorities, is riding in the colors of Germany In the six days’ bike race now in progress. Rutt was regarded from the German standpoint as a deserter. He left Germany eight years ago without doing military service. The army is anxious to have the German team win.
