ASKS FOR PEACE AND SENDS OUT AN ARMY
New Nicaraguan President Proposes a General Election. Washington. Dec. 28.—Rear Admiral W. W. Kimball has sent a dispatch to the navy department saying that President Jose Madriz of Nicaragua, to whom Jose Santos Zelaya turned over the affairs of the government, has issued a proclamation declaring in favor of a general election for president of the republic. He has invited the insurgents under General Estrada, the president of the provisional government, to lay down their arms and turn their rifles and ammunition over to the government. A dispatch was received at the state department from the American vice consul at Managua saying that Madriz was sending troops eastward from the department of Leon evidently with the intention of meeting the insurgent army. The son of an American citizen, the vice consul added, had been beaten and arrested for not registering at the consulate.
