TAFT FINISHES HIS MESSAGE

Document Put Into the Hands of the Public Printer. Washington, Dec. 3.—Having completed his message, President Taft began receiving congressional and other visitors. The president felt'relieved when he completed the dictation. The message Is in the hands of the public printer, who furnished revised proof sheets to the White House and then put his machinery to work turning out copies for the press.
