TARIFF NEGOTIATIONS FAIL

France to Apply Maximum Rates Against America on Nov. 1. Paris, Oct. 19. —The negotiations between France and the United States for the prolongation of the present tariff arrangement have failed. France, believing that the failure Is definite, is preparing a decree applying the maximum tariff on American goods after Nov. 1.
