Taft Toast to San Francisco to Be Repeated In World’s Capitals. San Francisco, Oct. 19.—President Taft’s toast to the Portola festival has been cabled to London, Paris, Vienna, Madrid. Rome, Berlin and The Hague,

to be used at the banquets to be held at the American embassies in those cities today in honor of the opening of the celebration. The toast will be pledged at the same minute in the European capitals, San Francisco time. With the arrival here of the British Armored cruiser, Bedford, the fleet of foreign warships expected here to take part in the festival is complete.
