City COlilpilgn Will Open With Speech by Candidate. ORATORY TO BEGIN TONIGHT Democratic Nominee For Mayor's. Chair Will Outline His Platform. Report Is That He Will Arraign the Bookwalter Administration and Will Make a Plea For Economy In Caring For Needs pf the Municipality. Indianapolis, Sept 21—The Democratic city campaign will open here tonight with a meeting in the assembly room of the Knights of Pythias building. The principal address will be delivered by Charles A. Gauss, Democratic nominee for mayor, who will discuss the principles on which he expects to make his race for election. Another speaker will be Charles B. Clarke, who was defeated by Gauss for the mayorality nomination, and it Is expected that William E. Kroll, who also was a candidate for the mayorality nomination, will speak. William F. Moore, Democratic city chairman, will preside. Before the Bpeaklng is begun, the platform of Gauss will be reach It is understood that the platform will be a rather severe arraignment the Bookwalter administration. There will also be a plea for economy In the conduct of the affairs of the city, and many of the principles which were enumerated by Gauss in his race for the nomination will be set forth in the platform.
