Protests Against Action of Latter Regarding Antung-Mukden Railway. Washington, Aug. 13. —Em.pbaJ.ic language with the explicit statement that China is suffering from a plain violation of treaty stipulations on the part of Japan, is made in a statement to the state department by the Chinese legation In regard to the issues arising out of the Antung-Mukden railway. It says: “It is manifest that the object o! Japan in contending for the reconstruction of the line Is not for commercial, but for military and stragetic reasons.”
