JAPAN EXPRESSES REGRET

Cannot Send Warship to Attend Hud-son-Fulton Celebration. Tokyo, Aug. 13.—Owing to the distance from Japan to New York, the Japanese government Is unable to send a warship to represent the country at the Hudson-Fulton celebrations occurring next September. Speaking of this matter, Vice Admiral Salto, minister of marine, expressed hig great regret that Japan could not be represented.
