ILLNESS BARS SHIVELY FROM DEBATE.

A Washington dispatch of May 20, says: On account of his ill health Senator Shively, of Indiana, has not been able to participate in the tariff debate. Further than this, there is very little prospect that the new Senator will be able to take much of a part. He took a severe cold on Inauguration Day from which he has not recovered. He has not been able to remain in his seat throughout a single session of the Senate since he took the oath of office. With considerable effort the Senator prepared a speech on the tariff, but this week when he came to the chamber to deliver it he found he was unable to stand the strain, and went home, hoping that he would be able to recover in time to speak before the bill is passed.
