Battleship Steams Out of Norfolk Under Sealed Orders. Washington, Dec. 22.—Mystery surrounds the destination of the battleship Maine which left Norfolk under sealed orders. It has been the belief of the state department that the feeling manifested In such forceful manner in Caracas would develop into something more serious. resulting in the formation of a government with a new president at Its head.
