St. Louis. Aug. 7.—With returns from Tuesday’s general primary election practcally complete from allexcepl fifteen of the smaller counties. Wm. S. Cowherd, of Kansas City, has a plurality of 19.000 over David A. Ball, of Louisiana, for the Democratic nomination for governor.
