Hughes Still After Kelsey.

Albany, N. Y., Feb. 12.—Governor Hughes has renewed to the senate hls recommendation of last year that Otto Kelsey be removed from the office of state superintendent of Insurance on the ground of ineompetency. Last year the senate refused by a vote of 27 to 24 to remove Superintendent Kelsey.
