Makes Howard Lieutenant General.
Washington. Feb. 6. —The senate passed the bill placing Major General O. O. Howard on the retired list of the army as a lieutenant general. General Howard is the only officer now living who commanded an army during the civil war. He also has received the thanks of congress for meritorious services.
