Abdication of the Emperor Is Considered Very Probable. Seoul, July 18.—The cabinet ministers, including the newly appointed household ministers, have resigned. It is reported that the emperor is very angry at his ministers on account of their having advised him to abdicate. Seoul (Via Tokio), July 18. — Placards were posted in one of the thoroughfares calling for the death of all Japanese officials in Seoul. The ministers are strongly guarded and every precaution has been taken to prevent riots and attacks upon of-| ficials. The emperor is reported to be too worried to take food or sleep, but this report Is considered to be one of his usual maneuvers to enlist the sympathy of his people. As the result of urgent representation by the ministers R is very prob-' able, a Tokio dispatch says, that the emperor of Korea will abdicate in favor of the crown prince as the first step toward reform.
