Albany, March 14.—Ten million dollars of the Russel Sage fortune Is to be given by Mrs. Sage to the Improvement of social and living conditions in the United States. An organization known ns the Sage Foundation, managed by prominent i hilnnthropists of both sexes, is to have charge of the fnnd. Only the income from the $lO,000 Is to be used.
