Only Recourse of Discharged Employes Istbe Courts, ts They Think Themselves Wronged. Madison, Wis„ Sept. 28.—The attorney general has rendered an opinion to the effect that if a head of a state department discharges an employe who Is under civil service, and flies with the commission his reasons* which upon their face constitute just cause for euch removal, the commission cannot go behind such statement and reinstate the employe. The aggrieved employe must appeal to the courts if ho wants to he reinstated. The opinion is important, as it affects 1,200 state employes under civil service. The attorney general also holds that the superintendents of the different state charitable and penal institutions are not required to file statements of their reasons for discharging employes tinder civil service.
