Good Politics and Bad.

The Pioneer Press (Ind. Rep.) of St. Paul does not expect that government expenditures will be cut down sufficiently to wipe out the deficit, and there remain the alternative of clapping on new internal revenue taxes or of modifying the tariff. As to the latter it says: “To raise the present rates would result not in stimulating Imports, but In discouraging imports, and thus reducing the net revenues, for almost every rate Is already above the maximum revenue producing point. The alternative is a stimulation of imports by a general lowering of the tariff toward the maximum revenue producing point. The choice of congress therefore practically lies between toleration of the deficit, -which would lie bad politics, and tariff revision, which would bq good politics.”
