, Monticello Herald: Ex-Con-gressman W. D. Owen seems to have out-Chadwicked Mrs. Chadwick as a grafter. Investigation of the Übero rubber plantation schemes in which he was the prime mover, indicate that he has cleaned up about a half million dollars by duping investors, and it is alleged that this is the real reason of his absence from this country rather than any ailment of his spinal cord. If the Postoffice Department can be believed, there is nothing the matter with Mr. Owen’s central nerve trunk unless it be hypertrophy.
