NEEDED LEGISLATION. One of the great reforms which has escaped the attention of the legislature is fixing an earlier day for ground hog day. Coming as it does in February, it delays the sowing of oats, the farmer sits around the fire burning up the supply of wood and goes in debt for more coal, and the late date canses considerable suffering among the poor.
