Parliament Will Not Be Dissolved Until It Votes a Vote of Want of : Con tide nee. London, Jan. 27.—Premier Balfour, speaking at Manchester, reviewed his previous speeches on the fiscal question in order, he said; that there might be no room to doubt his attitude, w r hieh had remained the same throughout. He dismissed the rumors of dissolution' of parliament with saying that so long as the party of which he is temporarily the leader showed confidence in him he had to carry on the work to the best of his ability.
