Toklo, Dec. 29, noon.-—The Japanese occupied the entire fort on Rihlung mountain at 7:30 o’clock Wednesday. Rihlung mountain lsalmost due north of the old town of Port Arthur and is just west of the fort captured on Kekwan mountain last week. Like the Kekwan fort Rihlung commands the full sweep of both old and new towns of Port Arthur, the harbor and dock yards, and the forts on Golden and Electric hills. * London, Dec. 29. —There htc rumors •t Berlin that the czar is willing to listen to proposals of mediation in the Far Bast, but they are not confirmed from any source. A Chefoo dispatch says that the Japanese have mounted two 28-centimeter guns on 203-Meter hill before Port Arthur, and also that the report of the escape of several torpedo boat destroyers from Port Arthur is untrue. A Tokio dispatch says that the Japanese are busy tunneling and dynamiting the forts at Port Arthur and preparing for another attack. Also that trustworthy advices from tbe fortress tell of the death of General Kondratenko In one of the attacks, and say that Stoessel was hurt by a fall from his horse and General Smilnoff was wounded. A Hong Kong dispatch says that a large Jap cruiser lias arrived at Amoy and tblit two Jap cruisers have been sighted off Hong Kong.
