Green, memlier of the United States civil service commission, has left for Panama, where he goes at the request of President Roosevelt to study conditions in the canal zone preparatory to the appointment of an army of employes to build the great waterway. The president lias deemed that all employes on the eanai. oiitside the grade of common laltorers, shall be placed in the classified service.
