The president has completed his annual message to congress, and it now is in the hands of the printer—indeed. iiTinted copies of the document already have been placed tiefore the president. Roosevelt was anxious to finish work on the message l>efore he started for St. Louis and for a week or more has been devoting every minute of his spare time, both night and day, to the preparation of the paper.
