DECLARES MAYOR IS INCOMPETENT

Grand Jury Investigating Lynching Recommends Impeachment of Officials.; Huntsville. Ala.. Sept. 21.- —The sheriff of Madison county is incompetent and negligent of his duty, the mayor of Huntsville not worthy of the position he holds, and the chief of police has forfeited public confidence, according to a report of the special grand jury. AH should he removed from office. the inquisitors say. The jury was summoned by Judge Speake to investigate the lynching of Horace Mapes.the negro murderer, who was done to death in spite of both the civil and military authorities recently. In addition to recommending the impeachment of the three officers named, the grand jury insists that the police force should be reorganized thoroughly.
