COUNCIL MEETING.
Tax Levy Made and a Carnival Resolution Adopted. The common council of the City of Rensselaer met in regular session Monday evening, and the following business was transacted: After considerable squabbling the following resolution, setting aside all laws and ordinances of the city in conflict therewith, was adopted: “Be it ordained by the common council of the city of Rensselaer, Indiana, that all authority regulating privileges, licenses and fees for street privileges, shows, stands, hucksters and entertainments for the week from Sept. 19, to Sept. 24,1904, be delegated to the Dan Robinson Carnival Company, under the auspices of the Reusselaer Castle Hall Association, and that all entertainments and shows given under the auspices of said association be exempt during said period from the license fees provided for in theordlnance of said city, in consideration of the payment of $25 by said Castle Hall Association.“ This resolution wa3 adopted in place of granting the petition of A. F. Long et al for the free use of the streets under same conditions as heretofore granted for carnival purposes, which petition was finally tabled, the vote on same being as follows; Favoring the granting of petition, Dean, Spitler and Brown; negative, Irwin, Grow and Carmichael. While the resolution says nothing ;regarding the blockading of the streets, it is understood that it is the intention to have the shows on the principal business streets, as heretofore. Of course the shows have no legal rights thereon nor can a city council pass any resolutions or ordinances that do not apply to all persons alike, and therefore the whole thing is void if anyone cares to test the matter. The fire warden stated the necessity of the establishment of garbage boxes in the business district of the city; referred to committee. The marshall was instructed to notify property owners to repair walks on Division street before next meeting. The matter of the Norman ditch was referred to sewer -committee and city attorney. Petition of Leslie Clark et al for sewer on Plum and Franklin streets was dismissed. Trustees of I. O. O. F. lodge were granted permission to erect an iron covered building in rear of I. O. O. F., block. Motion that there be no more street lights put in until funds were sufficient, was carried. The following tax levy on each SIOO valuation for the year 1904 was adopted: Road fund $ 30 Corporation Fund 30 Sinking Fund 07 Special Additional Fund 01 Waterworks Fund.... . 15 Electric Light Fund.... 15 Special School Fund 40 Tuition Fund 35 Electric Light Improvement Fund 15 Public Park Fund 01 Total... 1 $1 39 Certificates of election and bonds of city officers were presented and accepted as follows: James H. Chapman, treasurer,s2o, 000; sureties, John Eger. Warren Robinson, Granville Moody and Lucius Strong; Charles Morlan, Clerk, $500; sureties R. A. Parkison, Frank Foltz; F. M. Abbott, marshal, $1,000; sureties, A. J. Abbott, Lucius Strong. George A. Williams, city attorney, $500; sureties U. M. Baughman, A. F. Long. The city engineer was instructed to locate line of street on Grace street and get width. The county treasurer was allowed SIOO for collecting special assessment duplicate for the present year.
The city treasurer presented his report for the month ending August 30tb. It showed funds on hand as follows: Corporation fond, $252.98; electric light fund, $178.50; electric light improvement fund, $813.84; road fund, $111.16; water fund, $658.48. There are unpaid orders in the corporation fund amounting to $2,163.22, and in !the road fund amounting to $560.25. The following claims were allowed: CORPORATION FUND. F. M.
