New York, March 10. —The contract for the great Pennsylvania tunnel under the North river has been let to tbe O'Rouke Engineering A Construction company for $20,000,000. The task that will be undertaken by the contractors will be the greatest tunneling feat ever projected, as It presents some features never yet attempted by engineers. Work will begin at once, and is to be completed is two yeara.
