The ice along the coast of Finland broke and more than 250 fishermen were carried out to sea. All efforts to rescue them have failed. As the result of a fire at Pultovtsn, in the government of Podolin, Russia, twelve persons have lost their lives and 200 houses have been destroyed. The captain and eight members of the crew of forty-eight of the steamer Kelvinside were drowned when the vessel capsized at the mouth of the Para river in Brazil. Pope Leo celebrated the twenty-fifth anniversary of his election, and declared it was the happiest day of his life. Scene in the great reception room was very impressive. It is reported that the Macedonian leader, Boris Sarafoff, has organized within the last fortnight several wellequipped Bulgarian bands in Macedonia, each consisting of about 250 men. Tewfik Pasha, Turkish minister of foreign affairs, has notified the Austro-Hun-garian and Russian ambassadors that the Sultau had agreed to adopt the powers’ scheme for reforms in Macedonia. Gov. Seaton Sehroeder of the island of Guam, who has arrived in Honolulu, reports the occurrence lit Guam of a severe and prolonged series of earthquakes, which raised the level of the island six inches. All she great powers, including Germany, have assented to the terms of the joint note which Austria and Russia will present to the Sultan on the subject of reforms in the Christian provinces of Turkey. In Honolulu the grand jury has returned fifteen indictments for embezzlement against B. 11. Wright, former chief clerk of the board of public works. The total amount of Wright’s alleged embezzlement is $12,000. The Venezuelan government has just been notified iu a dispatch from Porto Cabello that Commodore Scheder of the German navy has handed*-over the gunboat Restaurador to the proper Venezuelan authorities there. Over L2BO Laplanders, Finns and Swedes are fighting famine in Ivaresuando parish, 140 miles north of the arctic circle; nearest railroad relief station is eighty miles away; cows have all been killed aud milk supply cut off. The official crop report on winter wheat in France shows a total sowing of 16,367,507 acres. The average conditiou for the whole of France is 70.5 per cent, compared witli 69.0 last year. Oats show a total of 2,004,707 acres. The average condition is 05.1 per cent, compared with 64.4 last year. Rye shows a total of 3,398,465 acres. A force of Ladrones under Gen. San Miguel reappeared in Rizal province, P. I. They avoided an engagement with the main force in the south, but captured three small detachments of constabulary. The enemy surrounded the towns of Caiuta and Tnytny, eleven miles east of Manila, and captured thirty scouts and ten men of the constabulary, whom they disarmed and set free.
