Rome, Dec. 10.—Thirteen anarchists were arrested near Spezla, ufter a desperate struggle. The police surprised them at a meeting while they were In the act of taking an oath with polgnards to nmasslnnte King Victor Emmanuel. Ono of the anarchists and one of the police were severely wounded. \
