TYRANT LAWS FOR FINNS.

Brntnl Treatment of That Liberty having People by Russia. Since Russia has taken into Its own hands the government of Finland the oppression of the people has been of the most galling and cruel character. That country Is a small and poor one, but Its inhabitants have always loved liberty, and though powerless to openly resist the brutal authority that scourges them they still assert their nationality and tlieir hatred of Muscovite rule In every manner possible. They were promised they would be governed by their own laws, but what tyrant ever kept his word? Recently a ukase was Issued by Gov. Gen. Bobrikoff directing postmasters to withhold from the mails such matter as the constituted authorities may deem seditious. In the laws of Flnlnnrl no shf-h power exists, but It is well known that Gov. Bobrikoff will take the law in his own hands and vest his gendarmes with authority to Interfere with the malls as much as they like. Since the suppression of a large number of nesvspapers and the banishment of scores of Journalists the tyrant government has been greatly annoyed by a secret publication known as the Free Word, which, despite the most strenuous effort of the governor and his secret police, continues to be circulated most freely. Where the papers come from he Is unable to ascertain, ''but they come regularly and in great numbers. It Is predicted that even ir the whole mail service is abolished the Free Word will still continue to speak to the people of Finland in some way. One of the recent orders of this BobrikofT was to interdict the use of wireless telegraphy in Finland.* Such an order would seem laughable in this advanced twentieth century did it not disclose the extremity of the gross tyranny which Bobrikoff exercises at all opportunities. Just how lit would prevent tho use of the Engllsh-Swedlsh Armorl system, which is so simple that even ordinary flagstaffs can be utilized for the purpose. Is not easy to solve, unless he should order all flagstaffs to b« removed.
