THINKS BRYAN IS OUT.

Democratic Chairman Jone* Say* Nev* Leader Will Be Chosen. Senator Jones of Arkansas. chairnMiq of the Democratic National Committee, has submitted to a formal interview on

the issues of the next campaign. Beside* other things, he said that Bryan woul<l not again be nomh nated for President. “The next campaign,!’ he said, "will be fought on the I‘hilippines question. The Supreme Court decided that Congress will have to deal

with the Philippines. Until then the question was, 'Does the constitution follow the flag?’ If the Republican majority says not, then there will be a day of reckoning at the polls.” He favors independent government for the Philippines. As to the ship subsidy bill, he said it would come up again, but that it will be met by conservative Republicans and by the Democratic minority. He I>re<licts that the Babcock tariff bill will never be reported to the Ways and Means Committee.
