It has had full control of the government for three years and what has it done’? Echo answers, what’? The trial of Jim Howard, for complicity in the murder of Governor Goebel, is now on at Frankfort K. Y. It is thought that Howard fired the fatal shot. Is there such a thing as civilized warfare? Read the accounts from South Africa, from the Philippines and from China and then answer in the affirmative, if you dare. Is there any principle of Republican government that William McKinley has not espoused and then retracted and denied’? If there is, wait a few weeks or months and he will do it.
The Japanese commander in China has complained to General Chaffee that women have committed suicide in consequence of brutal outrages committed on them by the allies and has asked hinvto co-operate in checking these. This is only one of the t\urfe of imperialism. The elections in Maine and Vermon show that practically all those who left the Democratic party in *96 have returned. If they do this elsewhere —and indications arb that they will do it and that many Republicans will also come over—Bryan’s election is a certainty. The Democrats stated the issue which they believe to be paramount. byt what have the Republicans done? One speaker says McKinley is running on his record; another says that free silver is the bedrock of the campaign; a third says that silver is dead as Caesar. Isn’t it about time that the G. O. P. should inform the country which issue it considers most important? The democratic Congressional campaign committee has prepared and sent out a timely bulletin dealing with the suffrage qualifications, imposed on Porto Ricans by the republican Congress and administration. It says: “While a number of states, such as Massachusetts, North Carolina, Connecticut and Louisiana, have proscribed educational qualifications for voters, this republican measure enacted for Porto Rico is the first attempt in the history of our republic to prescribe a property qualification since Thomas Jefferson, the great champion of human rights succeeded in giving to every man, rich and poor alike, the right to exercise his elective franchise as a free American citizen. - Think how many thousands of Porto Ricans, under Spanisn oppression, hare never had an opportunity, either to learn to read and write or to acquire property. These are not under republican rule permitted to vote, yet under Spanish rule they were never denied this right. What, then, must be the natural conclusion? The
trusts, through whose influence'' free trade was denied by Congress to the Porto Ricans have also dictated a property qualification for the voters ,of that unfortunate island. “Of such is imperialism.” \ Poor Beveridge! The republican campaign committee had several hundred thousand copies of his Philippine speech printed at government expense for circulation as a campaign document, but finding that the public on calm second thought had decided that Beveridge was an ass in his “great” speech but the mouthings of a crack-brained idiot, the “speeches” were all consigned to the furnace in the government folding room.
County Council Echoes.
Owing toother matters occupying our time and attention we have been unable to give as much space to the proceedings of the county council at their regular September meeting as we desired to. That the law creating county councils is a step in the right direction every taxpayer in Jasper county not holding office must admit. Every taxpayer of the former class desires to have the management of county business conducted economically
and honestly; he is not arrayed against the honest office-holders, as the enemies of the law would have people believe. The law has jiow been in force about eighteen months, and two years tax levies have bebn made. In nearly every county in the state the levy for county purposes has been reduced. Tn our county the levy for ordinary county expenses was reduced 5 cents on each one hundred dollars valuation last year, and 11 cents this year, making a total reduction of 16 cents in two years. The reduction this year is really 15 cents, as 4 cents levied this year is for paying principal on court house bonds, and no levy had been made in previous years for this purpose. Notwithstanding this great reduction in local taxes and the fact that everything has moved along the same as in years gone by i and all neccessary and ordinary I improvements have been made, not one word of commendation for the council or the measure which created it has appeared in either of the five republican papers of this county nor has any taxpayer heard one word of praise for the council from any of the republican office-holders, although a majority of the council are republicans. The Democrat and the democratic party of Jasper county has from the first spoken in favor of the law, and while many republicans have upheld the council in its work, those known as the politicians and spoilsmen have had nothing but sneers to offer. In view of the great savings made is there a solitary taxpayer in the county who can honestly say it has not proved a blessing in Jasper county ? There is danger of the good results thus far obtained, by reason of having nonpartisan boards, being obliterated by the election this fall of partisan boards, controlled by the profesional looters, the fellows whose patriotism is measured by the amount of “money i there is in it” for them, and it behooves the people of this county to carefully consider this matter before casting their vote this fall. Below we give in brief space as possible, and as correctly as we i can obtain it from the records, the 1 amounts asked for in the estimates |of the county officers and the ap- ! propriations made by the council, I the total estimates having been reduced nearly $20,000:

All the poor appropriation, clerk, recorder and sheriff salaries are returned to the county, as is also appropriations for other purposes amounting to several thousand dollars, which are merely advanced by the county, thus cutting the net appropriations (not including the court house bond interest and sinking fund) to less than $30,000, probably about $25,000. How does this compare with
the $50,000 to $60,000 of a few years ago? favorably or unfavorably? An appropriation was asked for to pay for the vault furniture for the recorder’s office, which has been stored in the basement of the court house for the past nine or ten months, but the council after investigating the matter refused to make the appropriation, and whoever is responsible for ordering the furniture, contrary to law, will have to fix it up with the Art Metallic Furniture Co. The bill for this was $375. All members of the council freely criticised the commissioners for allowing two days pay and over $1 per day for meals for a part of the election boards in the late railroad election, and thought inasmuch as the vote v was all counted out at about 7 o’clock p. m., one day’s pay and two meals should have sufficed. Those who serve on the election boards this fall will get but two days pay and three meals, instead of three days pay and abbuta week’s board, as heretofore, for which the taxpayers again have The Democrat to thank, as this paper single-handed and alone fought for this and thereby saves several hundred dollars to the people.

The liveliest corpse in Bryan’s great mind, JUST REMEMBER. Then there’s ”10 to 1.” the Republican dummy. Which their Organs all said was dead as a mummy, Hoping to hide their Imperialist head. By the dust, and the ashes, they raise with the dead. The Porto Ricans, a people who welcomed our flag. With McKinley's “plain duty” pinned on as a tag, With no representation have had to pay tax, Thus proving McKinley a man of mere wax.
No doubt but McKinley shed hot, briny tears. When the dictum of trusts was bro't to bis ears; 4 poultice so hot still sings and sears. And Hoar’s commendation can’t smother his fears. Hoar’s tender Conscience arraigned “Mac” at the bar— Thought murdering Filipinos was going too far; But says he'd stand by him through this campaign— Thinks when they’re all buried ”Mac’’will abstain. The Cow-boy hosts with “Teddy” in lead, Will rush through the states at 2:40 speed; For “Hanna” decided such argument best. For convincing the minds of voters out West. There hangs the map below on the wall Showing the route they’re going this fall; Through states Teddy has promised to ride With these tried heroes close to his side.
Great tbitags are expected. The world stands aghast. As the troop—found by Hanna—sweeps by like a blast, Hat* tumble off! Republicans shouted! ■they see. in their visions. Democracy routed. How could rational voters fail to do so. With brave “Teddy” sitting astride his bronco? His eyes squinted up. his glasses on tight, Every inch of anatomy chuck full of fight; Hi* bronco’s wide nostril, with red foam flecked— With such “sound” doctrine what could one expect? . These reckless rough-riders, have they come here to stay? Or only this once, to make a display. To dazzle our sturdy western boj s With cow-boy drill and brag and noise? Does all this not prove McKinley is right? That nations should arm and hunt up a fight? Tale lesapns from England, build a big ship Find out the little fellow, one you can whip. Then run up the flag, "never say die.” Burn up their village, don’t heed their cry Ain’t we a brave nation? Oh my! Oh my! Citizen, tremble! brave men, be afraid! The awful Rough Rider is out on a raid. In slouch hats, their steeds they bestrode, Their sword scabbards rattled as bravely they rode Without fear or flinching charged down the street Argument unanswerable for Bryan s defeat. BUT. THEN When you tee the terrible rider in uniform rare, Just turn back to history; you can read there How Marion and Sumpter, with brave little band Out voted Zarton’* Dragoon* hand over hand, Who had not been u*ed to that kind of treatment And so felt abused. Bronco, uniform, blow-horns and clatter— Are they proof of wisdom, in such a grave matter? MILITARISM.
And What It Means To the Men Who Pay Taxes in This Country. The Republicans are very anxious to know what is the militarism with which McKinleyism has threatened the country. They are amused by what they consider the bogy raised by the Democratic and anti-imperialistic imagination. Militarism js this: In 1898 the regular army consisted of 25,000 men. It now consists of 65,000, and there are 35,000 volunteers besides, making 100,000 in all. McKinleyism is responsible for this increase in the numbers of the army. The army used to cost about $23,000,000 a year. It is now costing $135,000,000. But the present force of 100,000 men is not sufficient under McKinleyism. It is almost entirely absorebd by the needs of the Philippines, and there is no immediate prospect that the force in the archipelago can be diminished. At least 100,000 men costing annually $100,000,000, independent of transportation, will be needed in the islands'. The care and management of the new guns in place and in process of manufacture for this country, for which Congress has appropriated another $100,000,000, will require at least 15.000 additional artillerymen. Cuba requires 6,000 troops, and will require them as long as we are in power there. Porto Rico requires 1,500. Here are 122,500 soldiers, without counting the additional infantrymen and cavalrymen who Will be required at home, in Alaska and in Hawaii. Let us say that McKinleyism has made necessary for immediate uses and for several years to come ' an army of 150,000. Moreover, its J foteign and colonial policy will ' breed the military spirit and will ■ transform this country into a i military power. When a country’s military force is suddenly increased six times and its cost nearly seven times, there is justification for saying that militarism is threatened,— New York World.
The Circuit Court.
The circuit court lias been grinding all week on state cases and several will come up to-day and tomorrow. Quite a number of “nasty” state cases were tried during the week, furnishing interesting testimony for the bald-heads. Following is a record of the state cases disposed of: State vs. John Burris carrying dangerous weapons: prosecuting witness reported as having left the state and case was dismissed. Same vs. same, two charges, drawing dangerous weapons; dismissed for same cause. State vs. Willis Nearhoff, rape; jury trial, found guilty of assault and battery and Hued $25 and costs. State vs. Johuathau Hill, assault and battery Jury trial, found guilty and fined $1 and costs. Same vs. same, trespass, submitted to court and found not guilty. State vs. David Petro, assault and battery; jury trial, found guilty aud fined $lO and costs. State vs. August Hoops, selling liquor on legal holiday: jury trial, jury disagreed. State vs. Johnson Koch, attempt to kill and murder; jury trial, verdict, not guilty. Same vs same, provoke; submitted to court and found not guilty. State vs. Chauncy McColly. gambling; defendant plead guilty and fined $5. State vs Sloan Dobbins, gambling; plea of guilty entered and $5 fine attached. State vs. Lawerence Clowey, gambling: plea of guilty entered by defendant aud $5 fine attached. State vs. James Royalty, gambling, defendant pleads guilty and is fined $lO. He will board out fine and costs with Jasper county. Three other cases against Royalty for the same offense were continued. State vs. Edward Commons, compunding, a misdemeanor: plea of guilty and fine of $5. State vs. James Russell, contempt of court; excuse accepted by court, and defendant dismissed. State vs. Wm. Camp, rape; jury trial and defendant acquitted. State vs. John Michaels, Milo Michaels. George Grube aud Ward Yeagley. rape; jury trial and defendants found guilty of assault and battery and John Michelus fined $5. Milo Michaels $lO, George Grube *l, and Ward Yeagley $5. Several liquor cases. 4 against August Rosenbaum of Rensselaer, 3 against Geo, D. Meyer and 1 against John M. Johnson of Remington, are among the state cases yet to be tried at this writing. A part of them came up yesterday, but too late for us to report. The Remington case of the town vs. Yeoman et el was called yesterday morning and is being tried as we go to press.
