will Congress do? is a question to which some thousands ot American newspapers have attempted to reply. Ndr is interest in it confined to this country or this continent. What the Fifty-sixth Congress at its first session, which might lawfully be extended to the first Monday in December next, but which will, in all probability, end several months before that time, will do must inevitably affect, not merely the material interest £ or all our people, but their political views and acta. And as no man in any community “liveth to himself,” so no member, and especially no great member, of the family of nations can avoid some degree of responsibility toward other members of that family- Recent events have made our country more influential in international affairs; hare made other nations more inclined to study our politics and policies, and have charged us with greater responsibilities' touching the interests of other countries than would have been deemed possible before the war of 1898 began. The'Senate on Thursday received bill from Mr. Chandler to encourage athletics at West Point and Annapolis. Sent to Committee on Contingent Expenses Chandler resolution to investigate right of Senators Clark of Montana and Scott of West Virginia to hold their seats. Received resolution from Mr. Berry declaring in favor of election of Senators by popular vote. Adjourned until Monday, Dec. I}. Before the House met the Republican and Democratic leaders attempted to perfect an agreement for the debate on the financial bill. But the negotiations failed. The Republican leaders then decided to resort to a special rule. Mr. Overstreet (Indiana), who is to have charge of the bill, introduced the formal resolution for a special order upon which ’the Committee on Rules will act. It provides for the consideration of the bill continuing until a date to be decided upon by the Committee on Rules. Immediately after the reading of the journal the Speaker announced the appointment of the Committee on Rules as follow*: The Speaker, Mr. Daliell of Pennsylvania and Mr. Grosvenor of Ohio, Republicans, and Messrs. Richardson of Tennessee and Bailey of Texas, Democrats. Announcement of the death of Representative Greene of Nebraska was followed by adjournment as a token of respect. On Friday the House adopted a special order for the consideration of the currency bill, beginning Monday, Dec. 11, general debate to be allowed until the following Friday, amendments to be offered Saturday and vote to be taken Monday, Dec. 18, Mr. Dalxeli presented an amendment to the rules, creating a committee on insular affairs, to consist of seventeen members, to hare jurisdiction over all 1 matters, excepting revenues and appropriations, of the islands which came to the United States through the treaty with Spain in 1899, and to Cuba, and to increase the committees on foreign affairs, merchant marine and fisheries, public lands, military affairs, naval affairs, and District of Columbia from fifteen to seventeen members, and the committee on territories from thirteen to fifteen members. Mr. Robertson announced the death of Representative S. G. Baird of Louisiana, and after adopting the customary resolutions, at 1:30, as a mark of further respect, the House adjourned until Monday, Dec. 11. Debate began on the currency bill in the House on Monday, opening speech being delivered by Mr. Overstreet (Rep., Ind.). Other speakers were Mr. Doliiver (Rep., Iowa), Mr. Maddox (Deiu., Ga.) and Mr. McClellan (Dem.. N. ¥.). In the Senate Mr. Mason of Illinois delivered an address in support of his reso- : lution expressing sympathy for the Boers, i which was referred to foreign relations committee. No business of importance transacted and early adjournment was taken. On Tuesday the Senate received from Mr. Pettigrew a resolution asking the Secrtary of the Navy whether Admiral Dewey formally or informally ever recognised the self-styled Philippine Republic. Sent to the committee on military affairs Mr. Pettigrew's resolution on the \ use of government troops during the . Cocur d’Alene strike. Authorized the ' committee on elections to investigate the Clark and Scott contests; sent Mr. Cullom’s Hawaiian government bill to the committee on foreign relations. Confirmed the nomination of Gen. Leonard Wood to be Major General of Volunteers. Received from Mr. Cullom bis bill to give the Interstate Commerce Commission more power.- In the House Congressmen Prince (Illinois), Driggs (New York), Grosvenor (Ohio), Parker (New Jersey), William Aldeu Smith (Michigan), Lawrence (Massachusetts) and Powers (Vermont) spoke in support of the currency bill, while Messrs. Newi a uds (Nevada), Cochran (Missouri), Shafroth (Colorado) Kud Sims (Tennessee) opposed it. The Spaker was authorized to appoint a committee of ten to co-operate with the Presidential and Senate committees in arranging for the centennial celebration of the first meeting of Congress in Washington. On Wednesday Mr. Gallinger introduced a bill in the Senate for the codification of the pension laws by a joint commission of jurists and members of the G. A. R. A resolution by Mr. McMillan 'calling attention to the blockading of navigation in the St. Mary’s canal during the last’ season and asking the opinion of the Secretary of War on the desirability of constructing additional canals was adopted. The House adopted a resolution providiug for a holiday recess from Wednesday, Dec. 20, to Wednesday, Jan. 8, ind continued the debate on the currency bill.

The John M. Smyth Co. Have No A gents.
The well-merited popularity of the great mail order establishment of the John M. Smyth Go. of Chicago seems to have induced unscrupulous parties to go through the country and falsely represent themselves as sales agents for this house. By thus representing themselves they have succeeded in imposing upon many by selling goods and taking cash and notes from victims who actually believed they were purchasing goods from the representatives of the firm direct. The John M. Smyth Co. have no agents and denounce as frauds all parties traveling through the country and claiming to represent the firm. The public should be on the lookout’ for such impostors.

Wonders of the Locomotive.
The story of tike locomotive sounds simple in the recital. The wonder of the thing comes Into view only when one reflects on the speed and nicety with which lumbroua parts are made to do their duty. The piston and connecting bar of a modern locomotive weigh some 000 pounds. When the speed 1s sixty miles an hour these parts travel back and forth five times a second. Ten times a second, at the end of every stroke, the piston head is at rest. It must pass from this condition to a velocity of 1,800 feet per minute in onetwentieth of- a second. The drivewheels measure more than a rod at every revolution, but when going sixty miles an hour they must turn more than .300 times a minute.—Ainslie’s Magazine.
