The President's cabinet at its meeting Friday decided that there was no present necessity for the enlistment of volunteers. Secretary Gage estimates that the United States Treasury deficit for the fiscal year ending June 30 will not exceed >IOO,000,000. Congressman Hopkins Friday withdrew from the contest for the speakership of the next House of Representatives. Immediately afterward the Republican delegation from Illinois decided to give its fourteen votes to Col. Henderson of lowa. It is officially denied at the Department of State that there have been any exchanges whatever between the department and the German Government or its representatives relative to the replacement of the Philadelphia by the cruiser Newark at Apia, Samoa. The Attorney General has rendered an opinion in which he holds that the Secretary of the Treasury has no authority under the law to compromise suits brought to recover additional duties on goods which have been undervalued where no fraud or irregularity is shown on the part of the importer.
