IN GENERAL.
The next triennial conclave of Knights Templar will be held at Louisville. Students of Dartmouth College have unanimously voted to abolish hazing. The condition of Admiral Sehley, who is suffering with a sprained ankle, is much improved. Adjutant General Corbin has sent instructions to St. Michael’s which will result in the Government troops remaining at Port Valdes all winter. Gen. Nelson A. Miles, commander-in-chief of the army, has expressed a feeling that he was snubbed by the Committee on Arrangements for the peace jubilee at Omaha. Maj. Gen. Francis V. Greene has l»een ordered to report to Gen. Fitzhugh Lee. Seventh army corps, and will command a division of the army of Cuban occupation. Gen. Greene took part in the battle of Manila.
At the grand encampment. Knights Templar, the most important amendment proposed to the constitution was one to locate the grand encampment headquarters in Washington, D. C. This was voted down by a large majority. The case of Helen Leighton, or “Nellie Malcolm," against Hiram S. Maxim, the famous gun inventor, has collapsed. She claimed to be the legal wife of Maxim and had him arrested on charges of bigamy and abandonment. The charge was proven false. In a letter to A. E. Ors, vice-chairman of the Red Cross relief committee. Surgeon General Sternberg of the army stales that the Government is now fully cquije ped for the care of sick soldiers in the line of special food, and that outside aid is no longer needed. The Mexican Government has granted a concession for a standard gauge railroad, 150 kilometers maximum length with 0,000 kilometers subsidy. The concessionaire is the Inguaran Copper Mining Company, in which the Paris Rothschilds are heavily interested. Great activity prevails in Halifax military circles. Reserve men are being rapidly enlisted in the First battalion, Leinster regiment, Royal Canadians, for two years instead of seven. OneJuindred dollars is offered as a bonus for good reserve men willing to don the Queen's uniform. Acting on the recommendation of the imperial defense commission now at Quebec, the imperial authorities have decided to erect a chain of strong detached forts at strategic points along the frontier between the cities of Montreal and Quebec. The work will begin immediately. The two cities named will also be strongly fortified. Col. Roosevelt avers that his regiment of rough riders contained no better soldiers than the score or more of Indians who enlisted in the Indian territory. Not one of these Indian soldiers succumbed to disease. They were obedient, willing, hardy and fearless in battle. The first shot at the battle of Las Guasimas was fired bj an Indian soldier. IL G. Dun & Co.’s weekly review of trade sayst “With actual payments through clearing houses .19.2 per cent larger than in the same week of 1892 it cannot be said that business is in any sense falling off. and yet many are complaining because the amount realized as profit is smaller than was formerly realized in good times. In almost every branch of business trade is now transacted on a narrower margin of profit than in any other time of fair prosperity. Failures for the week were 205 in the United States, against 223 hist year, and 25 in Canada, against 36 last year.’’ Bradstreet’s says: “At most Western centers an improvement in the retail and jobbing trade is seasonable dry goods, clothing and shoes is reported. Wheat, including flour, shipments for the week aggregate 4,729,995 bushels, against 5.397.224 last week. Corn exports aggregate 2.766.292, as against 3,364.710 last week."
