Miles' Elastic Army Plan.

Gen. Miles says that the army should be reorganized on the basin of one soldier to every certain number of inhabitants. He thinks that one soldier to every 1,000 population would be found to be about the right ratio for a standard, and that the army, his standard being odopted, would increase according to the recognized needs of the government in an exact ratio to the Increase of the population.
