The settlement of the fiahery question has already created an argry controversy between the Government and opposite organs. Several official newspapers, guided by the tone of American Dispatches, have little praise for 6ir Charles Tnpper; others say they will content themselves with congratulating the Commissioners on the conclusion of tnur labors until the treaty is puolishei. The Libeials.or opposition papers.nuanlmouslv deplore the alleged result, a Montreal and a Halifax newspaper accusing Messrs. Tnpper and Chamierl&in of wilfully sacrificing Canadian interests. It has been arranged that the next international move will be in the direction of the location of the tourdarv line between British Columbia, the most easterly province o! the Dj minion, 8Dd Alaska in the event of a satisfactory settlement of the fishery question. Mr. Chamberlain waa doubtless more interested in finding a market for his woolen screws than in obtaining a better market for Canadian fish. From the first it was apparent that the negotiations mu3i tad either in a complete fizzle or a sacrifice of Canada's interests. The worst has har pened. It is announced that Mr. Chamberlain, Eir Charles Tupper, Mr. Thomson, and the other parties to the surrender, are quite satisfied with the result. How could they be otherwise? Could they, with any show of decency and self respect, express dissatisfaction with their own work? Did Lenedict Arnold ever express dsssatisfaction over his own treachery ? 1 1 is urged that the surrender should not be discussed lest it be rejected by the United States Senate, If the American Senators reject the treaty they will prove themselves better friends of Canada than ttoae whose duty it was to protect and defend our interests before the commission." The News eays: "There is one thing pretty certain, and that is that Canada will not be made a sacrifice in this matter as she has been often before in others. But if it should turn out that tbe tendencies of any proposed agreements are In that direction, then let the government at 0:tawa look to it. It is strong now, but before the public clamor such a course would create, its support must speedily fall away and bring ruin to it " The Mail (.Independent) of Toronto, commentirg on the treaty says: "As a matter of fact it was foreordained that the Dominion should Buffer. Mr. Chamberlain told us in so many words tu at he had come to America to terminate the fiahery dispute eomebow, and the English journals frankly stated that England could not aflord to quarrel with her best foreign customer for the sake of our fish. It has been the fate of Canada from the beginning to suffer for imperial interests, but in this instance the cup presented to oar lips appeara to be an unusually bitter one.' Tte Montreal Herald says: "We have, therefore, simply got nothing, while we have piven up oar -touch and trade' contention which the fleet was fitted out to enforce in 1885, and have conceded everything. Common justice to Sir Caarlea compels us to reserve our critiscisms until we learn what the treaty means, but we fear the worst from the tone of the American prees. We have not learned what efforts, 1! any, were made to get our fish admitted free, but feel that any arrangement abort of ttat will be looked upon as a f iilnr by our fishermen and a sacrifice of Canadian interests." The Halifax Chronicle (Liberal) says: "Dispatches from Washington declare that the treaty just concluded is satisfactory to representatives of the three countries. Tula is quite possible, and yet, it may be very unsatisfactory to the people of one of the countries at least. From authentic reports reciprocity is left out of the act. It is not even stipulated that Canadian fishermen are to have the right to sell their fish in American markets free of duty. What then, in the came of commerce, is there to hope for in the treaty wbich has now been signed. Unless, however, we mistake the temper of the country, the people of Canada will resent any surrender of the rights of Canadian fishermen for the mere purpose cf suiting imperial interests. This is a qnestion in which Nova Scotia is especially interested. More than half of the entire fibbing industry in Canada belongs to Nova Scotia. The purpose of this amendment was to enable the Canadian Paciffs Rail way Company to build and operate a portion of its transcontinental line on United Slates soil. Tue same act of the amendment changed the Maine company's name to the International Railway Comp in y of Maine. A subsequent amendment, made on the 14th of March, 1887, extended to the road's lessees or purchasers the time within which it was to be completed to tie 1st of January, 1S89. "The road, property and franchises of the International Railway of Maine were sold to the Canadian Pacific Company and are cow owned by that company, and this Rrltish corporation is building in a hurry the mcst important por'.ion of its entire line, on and across United States territory without the permission and almost without the knowledge of our Congress. "The Gulf of St. Lawrence is closed by Ice for nearly bix months in the year. It is the commercial necessity of the Dominien of Canada to have free access to the winter harbors of her maritime provinces. I lantic. The railroad system of the State ' of Maine connects with all the great winter I hsrbora of the Dominion's maritime proi vinces. Of all tbe ports on this continent, Louisburg is tbe nearest to Liverpool. The Canadian Pacific Company has already published the trip distance thronen this harbor, from Vancouver on the Pacific to Liverpool in England, to be only eleven days. Therefore the Canadian Pacific, which is the Canadian Government on wheels, encouraged by the past, and confident of the future, has determined to take and use a six rod-wide-strip of the State of Maine, in crder to accomplish this shortest route and best connexion, and to trait to British diplomacy and American politics for a sanction of this seizure of the soil of the United Statte. "Maine exceeded her Stale's rights when she authorized one of her railroad corporations to sell its property and franchises to a foreign corporation, to be used and enio ed within her boundaries. Only the Ftderal Government, acting through the Congress and the President, cm confer such authority on a foreign corporation. Commeice between any of our States and a fore'gn country, and foreign commerce across any of the Slates, are exclusively within the power and control of the general Government. The States can not deal with euch foreign commerce at all. It is the veriest exaggeration cf lawlessness on tbe part of the Maine Government and the Canadian Pacific Railway Company under which tbis British corporation claims the rifht to construct and operate a railroad on United States territory. "It has not the shadow of a right to do iL So wholly destitute of right is this piratical corporation, that if, instead of buying and finishing an uncompleted Maine railroad for its commerce with Europe, it had leased such a line, it culd not lawfully bve transported eoola over it to Halifax, Picton or Louisburg. The first paragraph of the. as yet, unabrogated twenty-ninth article of the treaty of Washington covers imports Into and exports from ports of tbe United States and not Canada. The right of free trao&it from Canadian ports through our territory confeired by the second paragraph of that article, attaches only to importation destined for the Un'.red States and not for Canada, China or Japan. Certainly this right of free transit does not confer on Great Britain the privilege of bulling railroads or constructing canals within tbe territory of the United States. In like manner, no authority caa be got by the Canadian Pacific Railway to build and operate a road in Maine out ot the thirteenth article of the treaty of Washington, which was killed by the partial abrogation of the treaty and the treasury crder of Daniel Manning, but was resurrected and held to be in force for the benefit of the Dominion government on whef Is. That was simply a contrivance to enable Canadian railroads to participate in the inland commerce ot the United Stales, to carry freight from one point in our territory through Canada to another point in cur territory, but not to a Canadian port end thence to Earop?. "No, the State of Maine has no more authority to legalize the operation by a Canadian corporation or railroad within her territorial limits than she has to suspend the navigation laws of tbe United States, on her coast, and admit Dominion vessels to coastwise commerce in all her harbors. Indeed, if it be conceded that, under existirg treaties acd laws, the Canadian Pacific can build or operate a railroad acro33 Maine, the light cf that corporation to build branches from its trunk line southward into all of our-States and Territories must also be conceded. We call upon our Government to summarily suppress this invasion of United States territory by the Canadian Pacific Railway Company." Close of UU Trial. Chicago, February 18. HIS ACCOMPLICE IN JAIL, The man who agisted the murderer of milllonier nell by standing watch outside while the residence was being robbed Is behind prison bars. The arrest was made to-day, and the police have secured fall confession from the prisoner. It confirms beyond doubt the statement that the murderer is young wm- B. Tascott, the son of Colonel J. B. Tascotu the wealthy manufacturer. The man arrested to-day made Tascott's acquaintance this winter in the Garden :Ciiy billiard ball on West MaJisoa street, and for several weeks they have been together every day. The morning that Mr. f-neli'i house was to be robed be and Tascott weit to the house together, Tascott went Inside, leaving his comrade on the sidewalk. A 'ter the murder was committed Tascott hurried out, grasped his comrade bv the arm and together they went to Oascott's lodgings ton West Mailioon 8 reet, where they remained several hours, latcott told all. and the other was so horrified and bo afraid that he would be charged with the murder itself, that he refrained from giving Information to the police. He made a sworn statement to-day and satisfied the police that be was telling the truth. The police refusal to reveal the name of the prisoner. Is Tascott In California. Los Angeles, Cal., February 18. Georgia, South Carolina and Florida, which renders them liable to convey Texas fever to Lllnols cattle, the Governor oi Illinois has if rced his proclamation, to take effect March i, 1S8, prohibiting the importation into this !?tate of any cattle from the Territory mentioned between the first cf March and the first of November of each year, unless such cattle are placed in quarantine for ninety days upon their arrival here. This proclamation does not prohibit cattle from passing through the S'ate or being brought here for immediate slaughter, but prohibits suck- being driven over any public highway cr commons.
