A PERIODICAL RAID. The Journal, with its usual unfairness, again attacks the management of the Insane Hospital, bast Saturday's issue contained a column of abuscand misrepresentations, a part of which it ajxilogizetl for on yesterday. Ir. Harris. n, the President of the Ito.ird. wrote a reply, which was handed to the Journal on Monday morning and w hich should have apjs ared the next day, hut instead of doing the fair thing ami giving it a proper place, it was deferred until Wednesday morning and a repnter kept busy bunting tip material for a second attack to appear at the same timcof the 1m tor's reply. Then writing nearly a column of editorial as a leader and placing another statement on a prominent local page, virtually hiding the reply among the advertisements of an obscure inside page. The purjtose evidently was to misrepresent the facts and prevent the public from seeing the other side. Newspapers should be fair in dealing with the public. Ir. Harrison has presided over the lienevoletit institutions for more than two years; audit is fair to say that he has licen faithful stud erticient officer, and the institutions have all irosjM-red under hi.s administration. He is a strong partisan, and that is the serious objection of the Journal. He believes that a"s the I'cmoeraiie party is responsiMe to the (.cople for the management of the State's charities, that the jMrty's friends should have complete control; therefore has administered in accordauce with that sentiment. Jli.s course is to le commended f(r not rushing headlong into the expenditures of appropriated funds. The Journal's demands are Uüfair, that the i-ontemplated improvements and repairs shall he completed within two months from the Imtm" the in-cessyry moneys were set apart. I'ubfic oilicers should lie very considerate in tin use of the jieoplc's money, and first know they are right lefore going on. Such a course would have saved many thousand ot dollars by furnier !ard of the Insane Hospital eomtoed of the Journal's party friend.
